Sgt. Smalley began his career with Carroll Police Department in 1988. He has stayed with the department through the years working his way up to the rank of Sargent. He was promoted to this rank in 2007. He is the department Firearms Instructor and is responsible for Department vehicle purchasing and maintenance. Since becoming a Firearms Instructor Sgt. Smalley has received further training and is now a Rifle and Shotgun Instructor as well as an Armorer for Sig-Arms.
