 CARROLL POLICE DEPARTMENT
ANNUAL TOWN REPORT
 For Year Ending December 31, 2009

 

 

     The year 2009 was a busy year for the Police Department. We logged 4,107 calls for service, a slight increase over last year. The Police Department topped out with 143 arrests and covered 58 (reportable) motor vehicle accidents. This year we also experienced a rash of house and condo breaks. This investigation continues with a strong suspect. On a good note the Police Department has worked very hard with the Bretton Woods ski area and we have decreased again the number of equipment thefts.

    Police vehicles have been plagued with problems this year. The Dodge Charger had to have the motor replaced. We called and after alot of research found that the "Lemon Law" does not cover a municipal vehicle. While the Charger was down, the Tahoe was used extensively and operational costs for that vehicle skyrocketed. Most of the problems have been corrected. We even tried to park a vehicle on overlapping shifts to save mileage but the costs continued and now we are finding rust is breaking down the Tahoe at an alarming rate. Repairs for the Tahoe from 2009 into 2010 have topped out at over $10,000. The Charger has seen repairs in that same amount of time in the amount of $16,479.00. These vehicles are emergency vehicles and need to be updated to be able to provide service to the town.

    Details - This line in the budget has been removed and money is now put into a special Revenue account. Officers have been requested now more than ever. This year the Carroll Police were requested for traffic control for construction companies and operations at the ski area. Keeping this in minde the taxpayer does not pay for these Officers to work extra. All the money is coming from the vendors who hire from the outside for these Officers to work extra. In addition, the town surcharges for the use of the cruisers and all the paperwork associated with billing. The State of N.H. also pays for D.W.I and speed details.

     Reserve Officers - This year our own Twin Mountain Firefighter Jeremy Oleson volunteered to become a reserve Officer. Mr. Oleson went on his own time to the N.H. Police Academy. After completing two hundred (200) hours at the academy he finished up his training with the Field Training Officer program and is now road ready to assist the department when called. A special thanks to the reserve Officers, Jeffrey Duncan, Michael Beaton, Donald Buczek, Meredith Atwood, Chuck Jellison, and Marcel Deveau.

    We are working hard to make this community safe and this needs both the support and finances from the town, Currently when you call for the Police you will find that a Carroll Police Officer responds to your call 24 hours a day, 7 days a week. We have been able to expand our patrols into the late night hours on certain nights of the week. This expansion of hours has been made possible by the Officers willing to work longer days and nights. This all falls within the normal scheduled forty-hour work week. While the Officers have been out there late this has caught many by surprise and as a result the numbers of arrests have increased again. Please support the new budget so we may continue to serve the Town of Carroll.
